Russian President Vladimir Putin announced on Monday that a significant increase in voluntary enlistments into the military is shifting the dynamics of the Ukraine war in Moscow’s favor. Speaking at the Defence Ministry, Putin highlighted recent military gains and expressed optimism about continued advances by Russian forces.

Putin stated that Russian troops had taken control of nearly 200 settlements this year, maintaining strategic momentum along the entire frontline. “The past year marked a turning point in achieving the objectives of the special military operation,” he said, describing 2023 as a landmark year.
He attributed the progress to a surge in voluntary military contracts, with around 430,000 Russians joining the army this year, compared to 300,000 last year. “The steady flow of volunteers is playing a critical role in the war effort, and as a result, we are witnessing a decisive shift on the battlefield,” Putin remarked.

Defence Minister Andrei Belousov added that Russian forces had reclaimed approximately 4,500 square kilometers of territory this year and were advancing by an average of 30 square kilometers daily. He emphasized that military planning must remain flexible and prepared for any contingency, including potential conflicts with NATO in Europe over the next decade.
Belousov also raised concerns over the U.S. development of short- and medium-range missiles, warning that Russia could lift its self-imposed restrictions on deploying similar weapons if the U.S. proceeded with deployment plans
